Oklahoma's Promise requirements
Oklahoma's Promise does not require an ACT score for students at accredited Oklahoma high schools. It requires a 2.50 GPA across 17 core courses, a 2.50 overall GPA in grades nine to twelve, and a family income under the published limit at the time of application. Only students from non-accredited or home schools need a score, and that bar is a 22 ACT composite.
This is an income-qualified programme applied for in eighth, ninth or tenth grade. Raising an ACT score does not affect it unless you are at a non-accredited school.
No score needed here. Elsewhere it is worth money.
Oklahoma's Promise ignores your ACT. Oklahoma colleges do not.
This is the distinction most families miss: a state award can be need-based or GPA-only while every dollar of a university’s own automatic merit still comes off a test score. At a 28 with a 3.5 GPA, 8 colleges in Oklahoma publish an award on top of it.

Yes, separately from Oklahoma's Promise. At a 28 with a 3.5 GPA, 8 of the 12 Oklahoma colleges whose award charts we have read publish a figure, the largest being $20,000 a year at Oklahoma Baptist. That is the college's own money, not the state's.
